is it immoral for a woman to not wear a head covering?

did YHWH or Yahushua command women to?

Genesis

38:13 And it was told Tamar, saying, Behold thy father in law goeth up to Timnath to shear his sheep.

38:14 And she put her widow's garments off from her, and covered her with a vail, and wrapped herself, and sat in an open place, which is by the way to Timnath; for she saw that Shelah was grown, and she was not given unto him to wife.

38:15 When Judah saw her, he thought her to be an harlot; because she had covered her face.

38:16 And he turned unto her by the way, and said, Go to, I pray thee, let me come in unto thee; (for he knew not that she was his daughter in law.) And she said, What wilt thou give me, that thou mayest come in unto me?

38:17 And he said, I will send thee a kid from the flock. And she said, Wilt thou give me a pledge, till thou send it?

38:18 And he said, What pledge shall I give thee? And she said, Thy signet, and thy bracelets, and thy staff that is in thine hand. And he gave it her, and came in unto her, and she conceived by him.

38:19 And she arose, and went away, and laid by her vail from her, and put on the garments of her widowhood.

38:20 And Judah sent the kid by the hand of his friend the Adullamite, to receive his pledge from the woman's hand: but he found her not.

38:21 Then he asked the men of that place, saying, Where is the harlot, that was openly by the way side? And they said, There was no harlot in this place.

38:22 And he returned to Judah, and said, I cannot find her; and also the men of the place said, that there was no harlot in this place.

38:23 And Judah said, Let her take it to her, lest we be shamed: behold, I sent this kid, and thou hast not found her.

John 

12:3 Then took Mary a pound of ointment of spikenard, very costly, and anointed the feet of Yahushua, and wiped his feet with her hair: and the house was filled with the odour of the ointment.

Judas even criticizes the woman for having done that but makes no mention of her hair and only criticizes her use of a expensive ointment

12:4 Then saith one of his disciples, Judas Iscariot, Simon's son, which should betray him,

12:5 Why was not this ointment sold for three hundred pence, and given to the poor?

12:6 This he said, not that he cared for the poor; but because he was a thief, and had the bag, and bare what was put therein.

12:7 Then said Yahushua, Let her alone: against the day of my burying hath she kept this.

where did Yahushua ordain this pratice?

this was never mentioned once in the bible before paul.

 

if this is a traditional act that was not a actual concern of His that jews did then it isn't law and isn't needed 

and the bible even speaks against adorning your head

paul seems to be the only person to mention women having to wear a head covering and it also seems like it's refrencing some pagan peoples pratices 

Talmud pratices

The Gemara (commentary) of the Talmud, Berakhot 24a, asserts that when a normally covered area of a woman's body, including her head, becomes uncovered (tevach), that area of her body is called 'erva, a special word for "nakedness" that is used in the sense of incest, adultery, and so forth. So for a woman to have her head uncovered was a major breakdown in her modesty and reputation. It dishonoured her pledge of fidelity to her husband and faithfulness to the Lord Almighty.

where did this notion about exposing your hair being immoral come from if not from some pagan or pharisee pratice? 

there's nothing in the bible besides what paul mentions

Yahushua did not correct that woman that had exposed hair 

Yahushua never told women to cover their hair and neither did YHWH anywhere in the bible.

and neither did judas which if it was such a horrible truly immoral thing to do you would be sure that atleast judas would have commented, somebody would have.

Leaders in Judaism themselves admit there is nothing in the Bible that teaches men to wear anything on their heads or even wear a prayer shawl.

"We know from archeological remains that in ancient days, the people of Israel were often bareheaded. In the British Museum , I saw a bas-relief of the Assyrian king, Sennacherib, portraying Jews who wore no headgear. The modern Orthodox practice, therefore, of keeping the head covered at all times does not go back to ancient Palestine . However, in the East the privileged classes wore some head ornament as a sign of their status and in time this custom spread to all groups." (What Is a Jew? Rabbi Mossis N. Kertzer, p. 93)

Professor Jacob Z. Lauterbach has pointed out, “The custom of praying bareheaded or with covered head is not at all a question of law. It is merely a matter of social propriety and decorum.” This is true as far as the Old Testament is concerned.

Correct...there's no command from Him to wear head coverings.

This is, however, untrue...

There is nothing specifically pagan about it. It was a normal mode of dress and modesty for a woman of that culture.

"For she had said unto the servant, What man is this that walketh in the field to meet us? And the servant had said, It is my master: therefore she took a vail, and covered herself." - Genesis 24:65
