The wicked witches of the east and west are both representing Satan.  Glenda, the good witch represents Lucifer.  These two together, Satan and Lucifer, represent the dark/black and light/white "sides" of evil.

 but what about the dead sister witch?

There are probably hundreds of pages which could be written about symbolism in the Wizard of Oz.. here are some Clues the Wicked Witch of the East and Wicked Witch of the West, both represent Satan..

A few basic plot foundations..

1. Oz (the colorful world over the rainbow) was a place where only one human lived.. but this human wasn't just a "regular human".. in Oz, this human was a wizard.. the 'Great and Powerful'
2. Kansas (the colorless world down here on earth) was where the "regular human" Dorothy lived.. the place from where her house was swept up by the whirlwind which transported her to Oz..
3. Before her journey.. Dorothy met the 'Great and Powerful' in Kansas.. he appeared as a regular human just like she was.. but through his crystal ball, revealed his supernatural abilities to her..
4. Soon after their meeting, Dorothy is swept away.. amidst the inter-dimensional whirlwind Dorothy and the Wicked Witch of the East see each other in the twister..
5. At the end of her journey over the rainbow, her house directly lands on the Wicked Witch of the East, killing her..

The death of the Wicked Witch of the East put an immediate end to an era in Oz.. the era where wickedness existed but regular humans did not.. Dorothy's arrival started a new era.. one which still contained wickedness.. but now also contained a regular human..

So, that is how Dorothy's story begins.. and her story is very similar to exactly how every real human's story began... Except of course, in Dorothy's Oz mind control story, there is a "twist" on the truth.

Every evil is the corruption of a truth.. Naturally, the Oz story is corrupt.. and the truth it corrupts is the one Messiah came to offer all mankind.. because corruption of His truth is the most wicked evil of all.

With all that in mind..

Before Dorothy arrives.. there were no regular humans in Oz.

Before Mankind was made.. there were no humans on Earth.

Before Dorothy arrives.. the two sister witches practiced evil without humans in Oz.

Before Mankind was made.. Satan practiced evil without humans on Earth.

After Dorothy arrives.. the age of the two sister witches practicing evil without humans in Oz ends.

After Mankind was made.. the age of Satan practicing evil without humans on Earth ends.

After the age of evil without humans ends in Oz.. the era of evil with humans begins in Oz.

After the age of evil without humans ends on Earth.. the era of evil with humans begins on Earth.

The Wicked Witch of the East practiced evil in the first era of Oz.

On Earth, the East is the beginning.. where the sun rises.. where the day begins.. East is the first.

The Wicked Witch of the West practiced evil in the second era of Oz.

On Earth, the West is the ending.. where the sun sets.. where the day ends.. West is the last.

Satan practiced evil in the 1st era of Earth... Just as the East Witch practiced evil in the 1st era of Oz

Satan practiced evil in the 2nd era of Earth.. Just as the West Witch practiced evil in the 2nd era of Oz

The sister witches are twins.. and "twinning" plays a significant role in MK Ultra trauma-based mind control.. where a "twin self" is brought about.. Very much like Jackie Draper and Jackie Paper in Puff the Magic Dragon...

Both witches represent Satan's eras of evil.. the East is the first era and the West is the second era.

And as we know.. Satan is looking forward to a 3rd age of evil.. the "New Age".. but more on that later..

One note.. regarding 'Glynda the Good Witch of the North'... whose character represents Lucifer..

Lucifer did not practice evil on Earth before Mankind..

Lucifer only practiced evil on Earth after Mankind..

There is no need for "twin" symbols of Lucifer.

This is why there is only one "Good" witch.

Satan and Lucifer both told the same lie to Mankind.. the lie of "enlightenment".. the lie of Illumination.

This is the lie of the Wizard of Oz.. that every regular human Dorothy can access their own spiritual abilities.. travel from this Earthly existence.. over the Rainbow.. and into an Illuminated existence.. an ultimately become "like God". 

That's quite a "twist" on the truth of Messiah.. which is, that every regular human 'Dorothy' can access Messiah's grace.. and be transformed from an Earthly, "colorless" human into a Heavenly, "colorful" saint.

Here is the patience of the saints: here are they that keep the commandments of God, and the faith of Jesus. (Rev. 14:12)

And they sing the song of Moses the servant of God, and the song of the Lamb, saying, Great and marvellous are thy works, Lord God Almighty; just and true are thy ways, thou King of saints. (Rev. 15:3)

There is but One who is "Great and Powerful" :)
